HEMPSTEADE HOA ANNUAL MEETING NOTICE
Dear Homeowner,
The Hempsteade Homeowners Association will hold its Annual Meeting on March 18th, at 7:00pm at the Boone County Library Main Branch in Burlington.
The primary purpose of the Annual Meeting is to elect two (2) homeowners, each for a one (1) year term to the Board of Directors. If you are interested in running for an elected position, please submit the enclosed letter of intent and return it to Vertex Professional Group before March 12, 2010. Nominations will also be taken from the floor the night of the meeting.
The residents of Hempsteade will elect the members who will serve on the Board of Directors. Through this election, homeowners delegate to the Board of Directors powers and authorities to conduct the affairs of the community, including the formation and operation of policies and procedures.
Having been elected, the members of the Board of Directors are recognized by the State of Kentucky as officers of the corporation and as such, have the authority to enter into contractual obligations, carry out and enforce all provisions of the Declaration, Articles of Incorporation and By-Laws, and may delegate such responsibilities as deemed appropriate to the Managing Agent.
SOME OF THE RESPONSIBILITIES OF THE BOARD OF DIRECTORES:
- Establish the policies and regulations that govern the Council;
- Supervise and prescribe the duties of the Managing Agent;
- Approve the Operating Budget
- Set the amount of the assessments;
- Enforce architectural control;
- Maintain the common areas and structures located on common property;
- Keep a complete record of corporate affairs and report to homeowners.
In order to establish a quorum for the meeting, it is required that at least 50 percent
of the owners be represented in person or by proxy. Accordingly, if you are unable to attend the meeting, please complete the enclosed Proxy form and return it to Vertex Professional Group no later than March 17, 2010 or simply give it to a neighbor or Board of Directors who will be attending the meeting.

The Board will respond to questions submitted in writing, first. If time permits, questions will be taken from the floor. However, these questions may not be addressed at that time in order to allow the Board to discuss each issue as a group before responding. Homeowners will be sent a written response to all questions raised at the meeting. Questions should be of general interest to the entire community. An example of such would be landscaping, etc.

For those of you who do not know who I am, I am a detective with the Boone County Sheriff’s Office. I have been assigned multiple burglaries in your neighborhood. For some of you, I have been directly working your investigation. It is up to us as citizens and me also as an investigator to stop this criminal activity. I am asking each one of you to help me. What I am asking for is a path of communication directly from your neighborhood to me. I need eyes and ears to help me locate these suspect(s). If you have not been a victim, you may be. Help me stop this!
Talk to your neighbors, send them this email, and ask them to contact me with their email information so I can put out emails that are directly affecting your subdivision. If you have received this email and wish not to participate or to use another email address, please respond to: rduncan@boonecountyky.org . I will make the appropriate changes to the list. I know it is cold but I hope you at least have your neighbors’ phone numbers to pass this along.
This is what is happening in your neighborhood:
An unknown subject(s) are most likely knocking on your front door. If someone answers they come up with an excuse to be there, i.e. my car broke down can they borrow your phone; they might have a flyer for an organization that may not know they are using it to appear legitimate, or any other reason to put them at your doorstep. If you do not answer the door the subject(s) go to the rear of the residence to find an unlocked window or door or force entry into your house. Where do you keep your valuables? Like everyone else in Boone County your valuables such as jewelry, cash, and pain medications are kept in your master bedroom. Your flat screen TV is in your great room or in the finished basement. Hempsteade subdivision is the TARGET of a concentration of residential burglaries.
How do we handle this? Email me or contact me through the office. If something is happening at that particular moment, call 911 to let patrol handle it. Once this is done make sure to have the deputy or dispatch contact me. Follow up with an email to me notifying me of the situation. I can be the funnel for information.
Suggestions:
Alarms can be useful. They only alert us to a possible problem. They don’t tell us who was in the house or what they are driving. Good neighbors are the best deterrents. Like any good relationship you must have communication! Some residences have had dogs. This has not stopped the subject(s) that I know of. You might want to consider concealing your valuables in another location. Also, log your information such as make, model, and serial numbers to the items you own. Think about this: Wii gaming systems are owned by many residents. They appear the same to me or to a burglar unless they are specifically set apart with serial numbers or an owner applied number. Let’s stop this nonsense before you become a victim and let’s help your neighbors that have already been victimized!
